tab scroll speed affects website scoll speed?

For me at default, the scrolling with the mouse wheel is way too fast for the tab bar, so i've found mousewheel.default.delta.multiplier in the about:config. The only one affecting the tab bar is _y, but this also affects the website scrolling. Is this by design, and if so, why, or better yet, how do i change it?

for all those that struggle with the same stupid thing, mousewheel.min_line_scroll_amount fixes this, or at least sorta gets around this weird functionality.
