I restarted as Thunderbird said it needed too to finish the update. Once my computer restarted Thunderbird was gone. The exe folder is there, but empty. I tried to reload via Thundebirds download but that doesn't work either. Folder is still empty and no shortcut. I found where all my mail folders are, but no way to open thunderbird. What do I need to do?

If you're on Windows XP, you won't be able to run a version later than 52, and shouldn't receive updates for 60 or 68, unless some other app is controlling updates. TB 52 can be downloaded here.

Tried that, same thing. Ask once load if I want it to open, then nothing and the exe folder is still empty. do I need to uninstall what I have first?

Uninstall all versions of TB and delete the TB folders in Program Files, reboot, and run the TB 52 installer. Uninstalling won't affect your data in the TB profile folder.
