When I right click in a bookmark menu while in full screen mode in MacOS 13.1 the menu appears below all open fly out menus.

This could be a problem with using native context menus on Mac. Try to set widget.macos.native-context-menus = false on the about:config page.

You can open the about:config page via the location/address bar. On the warning page, you can click "Accept the Risk and Continue" to open about:config.

Note that this issue with the context menu getting hiden has been fixed in Firefox 111 (current Nightly).
