Firefox won't let me choose where to save PDFs

Firefox has the option to "choose where to save files to" on its options, which I have activated. It works for pretty much every file format/extension EXCEPT PDFs. When I open a PDF on Firefox, it is automatically saved to the downloads folder, overriding my own settings. This is pretty annoying, I wondered if there was a way to choose individually like I do for all my other files.

Change browser.download.force_save_internally_handled_attachments to true in about:config.
