Unders Windows 7 64-bit, is there a reason why CA Toolbar extension would be available to one user, but not all users?

Under one user, CA Toolbar and CA Link Advisor are both enabled. However under all other users, neither of these appear in the list of installed extensions.

Uninstalling and reinstalling Firefox has resolved this issue.
