A search bar (香港股票報價) gets focus on page load and that causes the page up and page down keys not to work. Try to press tab first.

Go to >Tools>Options>Advanced and uncheck the "Use Autoscrolling" and "Always use the cursor keys to navigate..."

That worked for me.
