When Firefox displays an ogg file by itself, the player is located at the top right and the sound volume control expands upwards out of the content pane, making it invisible and inaccessible.

I worked around this by changing the player for ogg audio files ...

Edit > Preferences ... Click on the Applications Tab and find "Ogg Audio"

I changed it from VLC to "Movie Player". This downloads the file and launches an external player. Works for me!
