It depends upon the method used to import the bookmarks.

Firefox can import from two formats, if you import the JSON format it will overwrite the bookmarks that already exist. If you import from the HTML format it will add the bookmarks that are imported to those that already exist.

Import appends existing bookmarks, while restore overwrites.

Import and Restore aren't interchangeable terms. Import is for HTML format bookmarks files. Restore is for JSON format bookmark backup files. Any browser can export / import a bookmarks.html file, but only Firefox-based browsers restore (and create) JSON backups.
