Am I right in supposing that

http://www.mozilla.org/firefox/its-an-attack.html

is a test page that I should not be able to see (or at least not without being warned) if I have the default security settings.

I have Block reported attack sites and block reported web forgeries but am still able to go to the "Its an Attack" page.
