Not getting "Add Security Exception" dialog box so I can get to website!

I am trying to get into a website for my insurance. I keep getting the "Untrusted Connection" window. I know the site is ok. I choose "I understand the risks". It then takes me to "Add an exception". Last week when I did it, I then got the dialog box and I could finish and get into the site. Today when I just get the "Add an exception" but it will go no further. I really need to get into this site!!!!! What can I do to change things and make the site trusted?

You need to install the DOD CA-21 and DoD Root CA 2 certificates to access that website.
