Where did the top header with the "check for mail" go?

There used to be a header with options on the top which included the ability to check for new messages among other things.....it has disappeared and I cannot figure out how to get it back.

Also, is there a way to move the "reply", "forward", etc buttons to the top of the page?

That sounds like the Mail TOOLBAR is missing.

Do you have a Menu Bar with File-Edit-View? If not press the alt key to make it appear. From the Menu Bar select View-Toolbars and turn the missing toolbars back on.
