New tabs open with nuisance sites, or sites that I'm seeking are redirected to nuisance sites. Cutting and pasting the URLs into the address bar of Exceptions to "Accept Cookies from Sites" on Privacy tab of Options under Tools is not working. In some cases the same URL reappears, even after rebooting. In other cases, new nuisance sites appear.

Do a malware check with some malware scan programs.
You need to scan with all programs because each program detects different malware.
Make sure that you update each program to get the latest version of the database before doing a scan.
