It could also be that the "Bookmarks Toolbar Items" entry is not on the Bookmark toolbar. You can add it back onto your Bookmarks toolbar in the customization page:

  • Enter about:customizing in your address bar, or
  • Go to Menu New Fx Menu > Customize
  • Either click and drag the entry back, or click the "Restore Defaults" button
