File upload box autoscrolls when clicking on up or down arrows

Hi, this had been a problem for a while and I thought it was my touchpad, but I now see it only happens in Firefox, not in another browser and not on my Windows 10 file system. Before I go further, let me emphatically state that autoscroll -- and smooth scrolling -- are OFF in my Firefox.

When I am on a website where I am trying to upload a file, and again, this happens only in Firefox, when the Windows 10 box opens where I could select the file -- and again, I'm opening that box from inside Firefox -- and let's say I'm in details view, when I use the arrows in the box to scroll through the available files, and just tap on the arrow --- once or twice, it scrolls down by just 1 item, but after a couple times, it just suddenly scrolls all the way down. Not suddenly from the top to the bottom, but a very quick measured scroll.

This makes is almost impossible to select the desired file because they all scroll by too fast. Let me be clear, I am just tapping or clicking on the up or down arrow, not on the bar that would cause it to move a larger amount.

For example, if I'm trying to upload a photo to Facebook.

I can't find any setting or any search results online that help.

Start Firefox in Safe Mode {web link} by holding down the <Shift> (Mac=Options) key, and then starting Firefox.

A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?
