Adobe Flash Player is developed by an entirely different company, not Mozilla. That's why it's not built into Firefox by default.

You need to download Adobe Flash Player from the Adobe website.

Additionally, the eventual plan is for Adobe to discontinue Flash Player and for all internet browsers to drop support for it. It's an old technology with many performance and security flaws associated with it.
