Update: I enabled the setting browser.chrome.dynamictoolbar to always show the address bar, but the status bar is hidden in reader mode (not in normal mode). Maybe it's a bug. I'll declare one.

The bar is designed to be hidden in Reader mode to provide a clearer uncluttered interface for when you wish to read a page using that mode.
