Why won't Thunderbird allow me to install it on my D: drive?

The question is simple. Why am I not able to choose where to install Thunderbird? I've tried running the install file as administrator and that had no effect. I'd just like to install the program somewhere other than my C: drive. Why is this not possible?

During the install process, just click for custom setup and you are prompted with a pane where you are asked to define where you want THunderbird installed.
