Congrats on creating your first question.

No, if you do not have the current primary password you cannot change it.

But if you cancel the password prompts then you can turn off Primary Password in Settings > Privacy by unchecking the setting. But turning it off will result in all your locally stored credentials being deleted from Thunderbird.
