'Options' is now called 'settings,' click settings>privacy&security to change the remote content option.

Thank you, I found the settings. I want to keep the option of not downloading all remote content for every message, only when I want to see it--and to be able to see remote content when I want rather than always be re-directed to a web page.

Right click the folder and select properties and then the repair button. That should reset any stored settings for email in that folder. That is in addition to the item in settings. Thunderbird remembers what has been chosen for particular email.

If that does not do it, I suggest you restart Thunderbird in troubleshooting mode and continue when prompted and see if the bar appears then. I have seen particularly antivirus products interfere with the bars appearance in the past. Troubleshooting mode should prevent that.
