A website can use the Cloudflare Web Application Firewall (WAF) to protect itself against attacks and abuse, you may need to complete a challenge to proceed and create a special cookie, similar to a reCAPTCHA challenge. If this challenge page keeps reloading then this means that the script isn't working properly and is not able to create this cf_clearance cookie. This can happen if you block cookies or have an extension that blocks cookies.

Redcardinal, could you let us know which bank is giving you Bill Pay issues? From all my research, Bank of America has a record of breaking Bill Pay the most going back a few years. I think all the way back to 2021 and sometimes earlier but always breaks randomly. Probably after updating something on their site.

Recently, a few more banks with Bill Pay issues appeared like TD Bank and PNC Bank. So it would be helpful to know.

Thanks Cor-el! Great catch. So this issue even happens on Firefox Enterprise. Good to know.

My suspicion is he's using Bank of America. And they seem to have the most problems working in Firefox so I wanted to confirm that.
