I had saved a backup of my bookmarks to my dropbox account from a computer running windows but now I can't seem to import them to Safari on a mac. It asks for an html file but the backup is a .json file.

You can only use a JSON backup to restore all bookmarks in Firefox.

If you need to import Firefox bookmarks in Safari then you need to (re)install Firefox and export the bookmarks to an HTML file.
