the profile manager has stop working, I have updated to the lasted version, try -p, -profile and -profile "path" also disable NIS.

nothing will open the profile manager. I'm using window 7-64 and Norton internet security

The two documented parameters are:

firefox.exe -ProfileManager
firefox.exe -P

Is the problem that nothing appears at all, or Firefox simply opens a regular new window? If Firefox is opening a normal window, it may indicate that Firefox did not fully shut down and your session is still active with an invisible window.

Note that all Firefox instances need to be closed to be able to bring up the Profile Manager.

Boot the computer in Windows Safe mode with network support (press F8 on the boot screen) as a test to see if that helps.
