Is there anyway to resolve this issue
I can think of a couple of ideas to try: Do this one first as I have hunch it could be one stupid mail in Junk.
If a message originally was in the server Inbox, but it got moved to server 'Spam/Junk', it might be causing a problem.
Loggon to webmail account via a browser empty the 'Spam/ Junk' folder.
then in Thunderbird click on 'Get Messages' to download.

Another possibility is that Roadrunner has rebuilt mail accounts and the account while containing the same messages has different message reference numbers, possibly as a recovery from a failed server.
Try this: In thunderbird Help > TRoublshooting Information click on 'Show Folder' button a window opens showing contents of profile folder
close thunderbird now click on 'Mail' folder click on pop mail account delete the 'popstate.dat' file.
Close all windows and restart Thunderbird.
this will force a complete redownload of everything on server, so you may find duplicates, but it should only happen the once.
This is a Time Warner Server problem and NOT Thunderbird, at least in my case. Call Time Warner or your web mail provider. I spent over 6 hours of wasted time yesterday on this. I tried a "solution" from Matt on the Thunderbird Forum. I appreciate the attempt to help BUT deleting the popstat.dat files, once I was able to find them only resulted in downloading DUPLICATE EMAILS which I will now need to spend lots of time deleting. I have 4 roadrunner mail account and three were fine BUT my primary account stopped downloading Emails around noon yesterday. Only THUNDERBIRD had the problem since I could go to TWC Web Mail and my smart phone and all the Emails were there. Looked like a Thunderbird problem. Finally I called TIME WARNER and they were aware of the problem on their server. Why apparently my primary mail is on one server and the other three are on another server(s) only TWC can answer. I have seen similar posts back to at least 2014 so it appears that this occurs with some regularity. MY SUGGESTION is to call your provider and don't waste time with guesses that may cause you more wasted time cleaning out your duplicate mail. Thunderbird did not download at midnight last night. Opened Thunderbird this morning with one RETR error box which I cleared and my mail downloaded.
