Why are "send" messages being rejected after 5 10 second attempts to deliver.

Situation just started this week.

The ip address mentioned, 68.66.77.79 has been blacklisted by spamhaus. That is usually done because there are spammers or infected machines using this network and these will have been reported by victims of spam or malware.
The ip address in question appears to be owned by time warner. Is this your ISP? You need to tell them they are on a blacklist and they can try to negotiate with the blacklist owner to be de-listed.
All you can do for yourself is reset your router/modem and hope it is allocated a different ip address that hasn't been blacklisted. However it's quite likely that the whole ip address range allocated to twc is blacklisted.
I expect that twc will advise you to use webmail.
