how do I customise full screen settings?

Whenever I am in full screen mode, I can get the tab and address bars to appear by moving the mouse to the top of the screen, and disappear when I move it away. I noticed that this appearance and disappearance happens very sharply, so I was wondering if it is possible to have it appear gradually, as if coming down from the top and moving back up.
