Cannot use page up or page down to scroll the page

When I'm in the web page, I cannot use the page-up or page-down to scroll the page, not even with the scroll up arrow key. The reason of that is because the page now always has a cursor, and I have to know where the cursor is to decide what the effect of the page up key will take. Not like the previous versions. I only need to go into the page, and page-up or page-down to scroll. Can anyone suggest how to change back to the previous version behavior? I'm now using 3.6.12. Thanks!
