I was logged in to the NYT home page. I clicked a link to open in a new tab. The link opened and immediately scrolled to the bottom of the page. Every time I dragged the scroll bar to the top, the page immediately scrolled down again. From this point on all windows on all websites did the same thing.

Hello IvanOsokin,

Stab in the dark, but would you do this please :

Preferences => General => Browsing :

Uncheck "Use autoscrolling"

Any difference ?

Your system details show that you need to update your Adobe Flash Player - you are running a very old version, which can cause problems. Would you please uninstall your current version and install the latest version, which is 32.0.0.238

Note : some 'extras' may be offered in the download.
