icons are missing on webpage (using version 38.0.1). Previous online help states, "Tools > Options > Content : Fonts & Colors > Advanced: [X] "Allow pages to choose their own fonts, instead of my selections above" as fix, but when I look at "Tools" drop menu, there is no "Options" listed.

Tools > Options is on Windows. On Mac, it should be Firefox > Preferences.
