Setting up a new account - re-test always fails - manual doesn't work

I'm trying to setup an account manually (forth computer I've done this on). The automatic config fails (I've never seen it work) and when I select manual and configure the email correctly as per the ISP's instructions, the re-test fails, so I can't complete the install.

The only way I'm able to get it to work is to disconnect the computer from the Internet so Thunderbird can't check the settings and then do the configuration, then re-connect. This works each time, but it seems pretty silly, and is especially a problem when I'm trying to setup Thunderbird remotely.

Is there a way to force Thunderbird to not check and just accept my settings?

recheck is an attempt to connect to the relevant mail servers using the setting in the dialog. Failure is almost always the result of anti virus email scanning. The critical information simple does not make it back to Thunderbird because the anti virus eats it, or a firewall that blocks Thunderbird.
