Thunderbird is up-to-date. We have been accessing our Outlook.com e-mail through the Thunderbird POP3 client on our desktops for over 5 years. Our e-mail account is set up to allow POP access. We have our own domain that Outlook is providing an e-mail account for.

1. How are you accessing Outlook.com E-mail? Using Email Desktop POP3 Client App:

 Thunderbird in Windows 10
 Thunderbird in Windows 8.1

Using Andriod phone POP3 Client:

K-9 Mail in Android 9.0

2. What device are you using to access Outlook email? All 3 devices started experiencing POP access being disabled by Outlook.com at the same time.

 Dell XPS desktop computer, running Thunderbird in Windows 10
 Asus Desktop computer running Thunderbird in Windows 8.1

K-9 Mail in Android 9.0

3. Has the Outlook.com account been locked? No, I can sign into my Outlook.com account by webmail using any browser.

4. The problem is with the POP Mail Server. We were using 'POP3.LIVE.COM' as the POP Mailer Server, and had not updated to the new 'outlook.office365.com' POP Mail Server. When we did update to the new Mail Server settings, we continue to be blocked.

5. We have this problem even in Thunderbird Safe Mode.

6. Are other people having the same problem? Is there a workaround?

After I got to the second tier of Microsoft support, POP access started working. It was like someone flipped a switch and it started working again.

POP access is not blocked by Outlook.com. Check if 2-step verification is enabled for your Outlook account. If it is, your regular password won't work with TB. You need an app password instead. See https://support.microsoft.com/en-us/help/12409/microsoft-account-app-passwords-and-two-step-verification

I checked at https://account.live.com/proofs/Manage/additional. I do not have 2 Step Verification set up for this e-mail. So this is not the problem.

After having this sign in problem I went and set up Thunderbird on a laptop that did not have it on it. When I first set it up for this e-mail account, by accident I let it set it up as an IMAP account. And it successfully signed in and downloaded my e-mail. When I realized my mistake I deleted the IMAP account and set the e-mail account in Thunderbird up as a POP account; then it was not able to sign in. This is why I think there is something wrong with the POP Mail Server at Outlook. I am hoping to find a workaround.

Seems like a problem affecting your Outlook.com account only. Sign up for another Outlook.com account for testing, enable POP access and set it up on Tbird. If POP access to that new account works just fine, I suggest getting in touch with Microsoft Support.
