Yes. Right-click a frame and select This Frame > Open Frame in New Tab.

Just for clarification I,m talking about the mobile browser for Android.

We don't have those options in the context menu. Only real option would be to discover the url for the source on desktop and then send a link via Firefox sync or email to your mobile.
