Why are cookies re-loaded every start?

I get rid of cookies (delete them all, clear cache and use private browsing), and they are all gone in Tool > View All Cookies. But, when I restart Firefox, the same 200+ cookies are just there again in Tools > View All Cookies. Why/How do they re-load themselves every time I start Firefox? Also, why do I have to hit Remove All Cookies twice every time to remove them all? The first press seems to remove some, but it takes a second press to remove them all...

Do you use any add-ons that create "opt-out" cookies? If so, check the cookies you see at start to see whether they are the opt-out cookies. Or temporarily disable the add-on and restart Firefox to see whether the cookies are still created.

Do you use any add-ons that create "opt-out" cookies? If so, check the cookies you see at start to see whether they are the opt-out cookies. Or temporarily disable the add-on and restart Firefox to see whether the cookies are still created.
