Scroll within frame scrolls entire page

If I place my cursor on the list of properties on the left and use the "two finger" method on my MacBook's trackpad to scroll, the list scrolls, but so does the entire page. That means I have to keep repositioning the page so that frame doesn't get pushed out of view. Now, I can click and drag the scroll bar and that works fine, but using the trackpad, which is kind of equivalent to a scroll wheel on a mouse, and the entire page scrolls. This behavior only happens on Firefox, not on Safari, Chrome or IE.

I attached the area that I was hovering the mouse over to scroll the section without scrolling the whole page.
What are the settings for scrolling? This can be found in Firefox -> Preferences-> Advanced (use auto scrolling etc)
I had autoscrolling and smooth scrolling selected. However, I've tried every combination, both selected, both deselected, one or the other selected only.

Start Firefox in Safe Mode to check if one of the extensions (Firefox/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance).
- Do NOT click the Reset button on the Safe Mode start window.
If you right-click in that area and use "Inspect Element" to open the Inspector, do you end up in a div in the ResultsPanel?
Scroll back in the list that appears at the top of the Inspector window
Place the mouse on the window you want to scroll and after you have read that part, click the down arrow. That should put the page focus on that and the two finger may work.
@cor-el, I restarted in safe mode and that didn't change the scroll behavior. Yes, if I right-click in that area and use "Inspect Element" to open the Inspector, I do end up in a div in the ResultsPanel.
@FredMcD, I'm afraid that didn't help, either.
All I can think is it's something to do with how Firefox responds to the two-finger scrolling gesture on the MacBook trackpad, as it works normally in other browsers.
