Websites can use scripts to intercept common keyboard combinations, so that might be the issue.

A single tap on the Alt key usually displays the menu bar temporarily (same as F10).

If you use the "3-bar" menu button, you should be able to access the Developer menu (similar to the Web Developer menu on the classic menu bar).

You can also have the Developer toolbar visible (Shift+F2) to open the inspector that way.
