Why is it that my Norton Toolbar only works when I open a new window, not in the main window when I first open Firefox?

For a while the Norton Toolbar and Identity Safe didn't work at all after an update around September or October. Now it says it's enabled in my add-ons list, but it only shows up when I open a new window in the same session of Firefox; in the new window it will show up right underneath my bookmarks toolbar. But for some reason, it doesn't work in the main window when I first open it; I don't even have the option to hide or display the toolbar. Why is this? I want it to work PERIOD, including in the main window, when I start Firefox. This is the longest time I've had to wait to use it again after a new version of Firefox comes out.

What Norton are you using, and what version is the toolbar? Check for updates.
