Fire fox not detecting local machine timezone on change

I changed my local timezone, but the browser didn't detect the latest one. On clearing cache and data, couldn't see the changed timezone. But on closing the browser and opening again, I found a changed time zone reflecting on the browser.

Is there any way, without closing the Mozilla browser, the browser can detect changed timezone?

I doubt it. Firefox tends to "save" settings such as that when it is being launched and if a Windows OS setting is changed while Firefox is running, Firefox won't use that changed setting until the next time that Firefox is launched.
