upgraded to the latest version today, firefox shows that translator function is now available, try now, I clicked the link to the french page and nothing, there is no translate button in the address bar, nor in the 3 dashes menu.

It should be there, at least in the 3 dashes menu. Check again, above Zoom option.

Check also menu ≡ -> Settings -> Translations.

The translations engine has a minimum system requirement of a CPU with SSE 4.1.

It can be true, CPU-Z shows my CPU supports up to SSE3. Firefox should warn about this, not confuse every user.
